Classify bundles, kits, and sets

Find HS codes for common kits, sets, and bundles.

Classifying bundles, kits, and sets can be challenging due to the wide range of items that may be included in a bundle. These types of products are known as "composite goods" in the HS (Harmonized System) classification schedule, meaning they are composed of two or more items that cannot be separated without damaging their nature or value.

When classifying bundles, we recommend following these guidelines to ensure your products are classified correctly:

  • Familiarize yourself with the specific HS codes that apply to bundles, kits, and sets, as some bundles may have their own unique HS codes, such as test kits and travel toiletry sets. See the “HS codes for bundles, kits, and sets” table below to reference those respective HS codes.
  • Determine if the items in your bundle share common characteristics and classify them accordingly. For example, a lego set would be classified under toys in 9503.00 because all items in the set have the character of a toy.
  • If your bundle does not share common characteristics and is not listed in the provided table, identify the principal item that the bundle is intended to be used for. For example, in a bundle including a hammer and nails, the hammer would be the principal component and its classification would be used for the entire set.
  • If the items in your bundle do not have common characteristics or a principal item, we recommend classifying each item separately or consulting a licensed broker to ensure correct HS codes are assigned.
